Yesterday’s vote followed a defeat of the bill the previous day during a special vote designed to limit discussion and prevent amendments to the bill, according to media reports. The bill fell shy of the two-thirds majority needed to pass under the rules of the special vote. The next step is for the Senate to take up the issue, which probably won’t happen until this fall, the New York Times reported yesterday.
